Job Description The EMRIRB is seeking a qualified person for a one-year contract position as Environmental Program Officer. This individual will report to the Director of the EMRIRB. The contract may be extended, subject to budgetary appropriations.

The Eeyou Marine Region Impact Review Board (EMRIRB) is an institution of public government established under chapter 18 of the Eeyou Marine Region Land Claims Agreement to undertake impact assessments on proposed projects in eastern James Bay and southeastern Hudson Bay. A five-member Board and Board staff oversee the running of the EMRIRB. The offices of the EMRIRB are located in Waskaganish and Montreal.

The Environmental Program Officer position will be located in the Montreal office.

THE RESPONSIBILITIES OF THE ENVIRONMENTAL PROGRAM OFFICER ARE TO:

1. Develop EMRIRB programs and policies, including:
• Develop an online and hardcopy public registry associated with EMRIRB assessments
• Develop procedures and systems for internal and external information flow
• Develop a tracking system for screening, review and monitoring files, including pending files

2. Undertake primary impact assessments of project proposals:
• Coordinate, compile, process and distribute project proposals and related correspondence
• Process project proposal submissions and ensure receipt of relevant documentation and contact information
• Compile and distribute notifications and correspondence related to EMRIRB assessments to distribution lists, compiling comments as received
• Coordinate and cooperate with all government agencies and departments responsible for processing project proposals to meet established timelines
• Respond to general queries promptly and courteously

3. Develop impact assessment forms and guidance booklets:
• Develop impact assessment criteria for proponents wishing to undertake a project in the Eeyou Marine Region

4. Organize, manage, and develop procedures and systems for internal and external information flow, including:
• Maintain the EMRIRB internet platform/portal and webpage

5. Liaise with government bodies, other institutions of public government, and academic institutions:
• Coordinate and communicate with regulatory agencies and stakeholders, including government departments, Cree organizations, other institutions of public government, and the general public
6. Assist the Director in the daily operations of the EMRIRB, including
• Assist with preparations for board and community meetings, hearings, consultations, workshops and other events

Requirements EDUCATION AND WORK EXPERIENCE:
The qualified candidate will possess a university degree in environmental assessment and a minimum of three-years work experience in environmental impact assessment.

QUALIFICATIONS:
▪ Experience with the impact assessment process
▪ Experience working in a northern environment or in a cross-cultural setting
▪ Experience working with Indigenous communities or organizations
▪ Experience consulting with government departments and the general public
▪ Experience developing internal and stakeholder policy directives
▪ Experience working with Windows operating systems and Microsoft Office applications (e.g. Outlook, Word, Excel, Access, PowerPoint)
▪ Experience working with record management systems for filing and retrieving digital and hardcopy information;
▪ Knowledge of the Eeyou Marine Region Land Claims Agreement.
▪ Ability to communicate clearly and concisely in English, orally and in writing

SKILLS AND ABILITIES:
▪ Ability to organize and make recommendations
▪ Ability to manage multiple files simultaneously
▪ Capable of working autonomously and under pressure
▪ Capable of adapting to changing circumstances and situations
▪ Good interpersonal skills including the ability to use tact and diplomacy
▪ Ability and willingness to work overtime when required
▪ Ability to speak French and/or Cree an asset
▪ Ability and willingness to travel by air and/or by car when required
▪ Possess a valid driver’s license.


Terms WORK ENVIRONMENT:
▪ Work requires operation of computer equipment/keyboarding that entails sitting and focusing for extended periods on a daily basis
▪ Work outside may have some exposure to weather
▪ Work can sometimes be stressful
▪ Time away from home may be required for travel

Starting salary is commensurate with education and experience.
