Job Description CORE FUNCTIONS
Under the general direction of the Director of Capital Works and Services and the immediate supervision of the Manager of Capital Assets, the Procurement Officer is responsible for directing the purchasing and procurement functions at the Cree Nation Government (CNG) to minimize the overall purchasing costs without compromising quality or reliability of supplies.
Purchasing and Procurement Responsibilities
• Participate in the development of the CNG's overall supply and logistics strategy.
• Assist in developing purchasing budgets, plans, policies, systems, and procedures.
• Assist in minimizing the CNG's overall purchasing costs without compromising quality or reliability of supplies.
• Provide information to help in the development of purchasing budgets, plans, policies, systems, and procedures.
• Select and negotiate with approved vendors and place purchase orders in response to service or material requirements (quantity and timing).
• May assist in evaluating and negotiating important supplier and vendor relationships to secure terms that are in the CNG's best interest.

Contract Management Responsibilities
• Responsible for the review and administration of long-term purchase contracts.
• Responsible for communicating with contracting parties on all aspects concerning fulfillment of contractual obligations.
• Collaborate in drafting and applying memorandums of agreement.
Assets Management and Inventory Control Responsibilities
• Ensure that methods and procedures for the receiving, handling, classifying, storage, shipping, distribution and transportation of goods are followed and updated.
• Ensure that methods and procedures relating to the inventory control of movable assets are followed and updated.
• Oversee service contracts and ensure the clauses are respected.
• Conduct analyses to obtain the best possible prices for supplies.

Administrative Responsibilities
• Perform other related tasks as requested by the Director of Capital Works and Services/ Manager of Capital Assets.

Requirements • College Diploma in Business Administration or a related field.

• One to two years of relevant work experience.

• Written knowledge of English.
• Fluency in Cree and English.
• Fluency in French is an asset.

Knowledge and Abilities
• Good knowledge of project planning and implementation
• Good communication and interpersonal skills.
• Good judgment and problem solving skills.
• Ability to work well both independently and in a team environment.
• Good organizational skills and ability to coordinate multiple tasks and respect deadlines.
• Knowledge of Microsoft Office.

Additional Requirements
• Typical office setting where there are no unusual physical demands.
• Willingness to work irregular hours.
• Willingness to travel.

The CNG may, at its discretion, waive any or all of the aforementioned requirements if a suitable candidate who is a JBNQA beneficiary accepts to follow a training plan determined by the CNG as a condition of employment.
