DEPARTMENT: Human Resources

SALARY GRADE 4: (Min. $46,031.00- Max. $69,047.00) STATUS: Permanent

Core Functions
The Learning and Development Officer is responsible to identify development needs, design, create and deliver effective learning and development programs and initiatives.

Organisation Planning Responsibilities
 Develop and prepare annual human resources training and development plan including the distribution and use of the organization's funds and budgets, in collaboration with the concerned managers
 Ensure all training activities and materials meet with relevant internal policies, including health and safety and other legislation
 Develop initiatives and support their implementation, for encouraging employee retention
Training and Development Responsibilities
 Assess and determine the training needs of individual employees and departments and contribute to the development and implementation of appropriate training programs and materials
 Plan and support the implementation, in collaboration with concerned managers: basic training, up-dating and advanced training, development training, individual on-the-job training, and statutory licensing/certification training
 Develop processes to ensure effective logistics
Succession Planning Responsibilities
 Collaborate in succession planning and implementation in collaboration with the Coordinator of HR Planning and Development, the Director of Human Resources and the management of Cree Nation Government
 Collaborate in the design of a long-term recruitment and promotion (outreach) policy and/or program for Cree Succession staffing, in collaboration with the HR team, and contribute to its implementation
Reporting and Evaluation Responsibilities
 Assist in the review and development of policies, procedures and tools as may be required
 Monitor, evaluate and review the effectiveness of training and development programs and activities and report on
outcomes to ensure the accuracy, relevance of the program and measurement of return on investment
 Formulate regular statistical and other reports

Budget Responsibilities
 Support managers plan their departmental/functional training budgets and forecast related costs/expenditures  Monitor costs within allocated budgets

Communication Responsibilities
 Collate and disseminate to targeted audiences information on training opportunities to suit the identified training needs of the employees
 Develop and maintain an inventory of trainers, training resources, post-secondary programs, training forms, and related documents
Education and Certification:
 College Diploma in Administration, Industrial Relations, Human Resources or a related field Experience:
 Three to five years of relevant work experience

Additional Requirements:
 Typical office setting where there are no unusual physical demands  Willing to travel
Terms The Cree Nation Government may, at its discretion, waive any or all of the aforementioned requirements if a suitable candidate who is a JBNQA beneficiary accepts to follow a training plan determined by the Cree Nation Government as a condition of employment.
