Job Description SUMMARY OF THE POSITION:
Reporting to the Assistant Executive Director (AED) Administrative Services, the incumbent ensures the human resources management function for the 9 communities of Eeyou Istchee. The incumbent also provides leadership in the planning, development, coordination, implementation, and administration of Human Resources (HR) programs and services, including compensation, employee relations, recruitment, benefits, payroll, organizational development and training.
The Director of Human Resources (HR) is also responsible to ensure all HR activities are carried out according to the Cree Board of Health and Social Services of James Bay’s (CBHSSJB) Board of Director’s vision pertaining to HR and their mobilization.

SPECIFIC FUNCTIONS:
• Plans Human Resources strategies in support of the CBHSSJB’s strategic goals;
• Develops and implements approaches and solutions which foster sound employee relations and engagement;
• Oversees all human resources team members regarding day-to-day operational activities;
• Develops, implements and monitors key HR performance indicators;
• Represents the CBHSSJB and participates in all relevant local, regional and provincial committees, as mandated by the AED Administrative Services.

Requirements Education:
• Bachelor degree in administration with a human resources or labor relations specialization.
• Master of science degree in administration with a human resources or labor relations specialization is an asset.
• Designation as a Certified Human Resources Professional (CHRP) is an asset.

Experience
• Ten (10) years of experience in a management position in the field of human resources, in a health or social setting, or public organization.

Knowledge and Abilities:
• Strong knowledge of the Quebec public administration human resources management laws and regulations (knowledge of laws of a Regional Board, CLSC/CSSS (CIUSSS et CISSS), Youth Protection, Hospital and Rehabilitation programs is an asset).
• Strong knowledge of the MSSS laws, regulations, Collective Agreements, Network, orientations and programs for the management of human resources in the MSSS.
• Strong knowledge of current issues and trends in human resources management, operational delivery planning, organization, coordination, supervision and quality assurance systems.
• Strong and broad knowledge of the entire range of HR sub-functions, especially employee and labor relations, human resources development, labor negotiations, grievance arbitration and human resources information systems.
• Strong leadership and line management skills, including finance, material and information resources management.
• Ability to effectively manage a staff/functional management in a line-staff organization.
• Ability to both manage the planning and development of new services and programs, and maintain quality assurance of existing services and programs.
• Strong record in an intermediate or senior level of human resources management.
• Knowledge of, or ability to grasp the issues and context that relate to First Nations health and social services programming.
• Knowledge of Cree culture and communities is an asset.
• Excellent critical thinking, synthesis, decision-making, planning and organizational skills.
• Results-oriented, autonomous, flexible, and able to multi-task.
• Excellent interpersonal communication, respectful leadership and teamwork skills.
• Human relations, coaching and mediation skills.
• Excellent communication skills, encompassing listening, writing and presentation skills.
• Ability to effectively collaborate with all colleagues, as a team member and team leader.
• Ability in administrative and statistical computer applications, and management information systems.

Language:
• Fluent in French and English;
• Fluency in Cree is an asset.

Additional information:
• Willing to travel (up to 50% of the time).
